A mother lives with her 5 children in the city of Quba in Azerbaijan.
She is helpless because her small son has been diagnosed with autism.
She is poor and cannot afford very expensive treatments for her sick son.
She needs helps. She needs the humanitarian help for the treatment of her sick son.
This mother didn't receive any helps from the authorities in her native city where she and her family are living (City of Quba).
She decided to come to the capital "Baku". She came to Baku to ask for help from the president's administration.
The treatment of her son is a matter of MUST.
She cannot afford to stay (with her sick son) even in a cheap hotel.
Baku is very expensive city and the medical treatments are not affoedable for poor people.
The mother is siting outside of the Presidential Palace and asks them (from the authorities) to help her sick son to be treated.
She and her sick son are sleeping days and nights in a park near the presidential palace..
This mother with her sick son go to the presidential palace every day.
The authorities have been failed so far to recognize their own responsibilities (Duty of Care) to the sick children.
The mother asks for mmediate help for the treatment of her sick son (who has been diagnosed with Authism).
The government of Azerbaijan must act and must help immediately.
Duties and Responsibilities are MUST ISSUES for all those who are working in the ptesidential palace and elsewhere.
Other people, other NGOs, other governments can be helpful when the Azerbaijani government fails to fulfill its respobsibilities to its citizens.
All international agencies can help to this mother who is in need for the treatment of her sick son.

The aim of this pro Armenians investigative cimmittee in Washingtin D.C. was to manipulate all the facts and the truth for implementling everything for the intetests of the Armenians against Azerbaijan (it was still the Soviet Union!).
Steny Hamilton Hoyer who became the head of this Kangoro Investigative Committee, actually, is professionly, an attorney.
Rep. Steny Hamilton Hoyer (D-MD) is since 1981 a U.S. Representative for Maryland's 5th congressional ndistrict.
Andrey Sakharov (Peace Nobel laureate 1975) and his wife Mrs. Bonner were the driving force for the Armenian propaganda.
The question is why Andrey Sakharov in 1968 in his essay drew the connection between human rights and international security but the same person during the aggressions from the Armenians and Russian armed forces and the occupations of the Azerbaijani territories in the Karabakh province, was on the side of the occupying countries ( Russia and its vassal Armenia)?
Sakharov and his wife (Elena Bonner)
got all kinds of helps from the U.S. Senators and the House Representatives to support the propaganda and crimes of the Armenians against the Azerbaijani territory and the Azerbaijani people.
The Armenian armed forces committed the Khojali Genocide in Azerbaijan (26 Feb 1992).
Russia assisted and also trained the Armenian armed forces and the other Christian mercenaries from other countries.
These christian mercenaries (mostly from Syria and Lebanon) came to the Karabakh region of Azerbaijan to fight the Russia's proxy wars against Azerbaijan.
The Orthodox Christians (Armenians and Russians) invaded and occupied more than 20 % of the Azerbaijani territory.
On 21 April 2021 Milli Az "milli.az" published a report entitled "Another immortality of the Armenian diaspora" written by Orxan Hun.

In the beginning of the Bolsheviks reign, the territory of Armenia was 9000 sq km (all these 9000 sq km were the Azerbaijani territories even the capital Yerevan) and until the collapse of the Soviet Union enlarged its territories to more than 3000 sq km ( all stolen territories from Azerbaijan).
All stolen territories of Azerbaijan have been annexed to Armenia by Russia while the Western countries accepted these annexations.
